On October 15, 2024, the Malaysian Institute of Defence and Security (MiDAS) hosted its Talk Series 1/2024 titled “Philippines: Navigating UNCLOS Amidst China’s Pressure” at the Perdana City Center Kuala Lumpur Hotel.

The keynote speaker, Mr. Neil S. Silva, a senior lecturer and legal officer at the University of the Philippines, provided an in-depth analysis of the challenges facing the Philippines and the broader region in navigating the South China Sea (SCS) disputes.

The event drew a diverse audience of policymakers, defence and security practitioners, think tank experts, and academicians. The program commenced with the Malaysian national anthem, followed by welcoming remarks from the Chief Executive of MiDAS.

Mr. Silva’s presentation was divided into three key parts. He first gave a general overview of the South China Sea issues, touching on the situation in the Philippines and the significance of the SCS Arbitration Awards under the United Nations Convention on the Law of the Sea (UNCLOS). The second part provided an analysis of the People’s Republic of China’s (PRC) behavior, delving into China’s normative strategic framework, its operational actions, and the concept of “lawfare” in the region. Finally, Mr. Silva outlined various options and responses, discussing potential policy and legal avenues under UNCLOS as well as operational strategies for addressing tensions in the South China Sea.

The talk concluded with a lively question-and-answer session, followed by closing remarks from the Chief Executive of MiDAS. The event ended with a presentation of mementos and a group photo with all participants, marking another successful discussion in the MiDAS Talk Series.
